O único significado que conheço para esta expressão é “proa com proa”, e significa no contexto que a proa do rebocador está voltada para proa do navio.

Na página 80 do Tug use 3a. edição encontrei a mesma expressão com o mesmo significado:

“In USA ports, methods are also used that differ from those discussed above. For example, in certain situations tugs may work stem to stem with a vessel. A ship moving astern can be steered by a tug pushing at the ship’s bow. Pushing at the port side of the bow will give the ship a swing to starboard, pushing at the starboard side of the bow will give the ship a swing to port (see figure 3.10).”
